The Subsidized Housing Inventory (SHI) is used to measure a community's stock of low-or moderate-income housing for the purposes of M.G.L. Chapter 40B, the Comprehensive Permit Law. Ashland's SHI percentage is currently 9.1%. When a community's SHI is 10%, the community does not need to accept Comprehensive Permit projects. As a result of Ashland updating its Housing Production Plan and permitting a certain amount of affordable housing in the past two years, Ashland is in "safe harbor" and does not need to accept Comprehensive Permit projects until 2023.
